The 75-year-old said he’d “instilled” confidence in the model, 49, who now regularly appears on TV.
The rocker admitted he had been a “scallywag” through most of his life but she had helped turn him into a devoted husband.
Speaking candidly to the Daily Mirror, he revealed just how he felt about the Chelmsford-born beauty and his offspring.
“I’m stunned that Penny has kept me around for 20 years,” Rod stated. “They have not invented the words for how I feel about her. She is everything.”

Rod, who has eight children by five different women, said Penny has helped him learn what underpins a happy marriage.
He commented: “It took me a while to learn, because I have been a scallywag in the past.
“But I would say the most important thing is good manners – which is what I try to teach all my boys.”
The crooner and his blonde spouse began dating in 1999 and married eight years later in Portofino, Italy.
Two years prior they had welcomed their first son Alastair, 14, and second, Aiden, nine, arriving in 2011.
On Penny, Rod stated: “I gave her a lot of confidence. She does a lot of TV work now and when we first met she was just a shy little person who would not talk very much.
“I have instilled the confidence in her. I am sure she’d tell you that. And she is here for me.”
The star – who is believed to be worth around $245 million – then admitted there was “a fine line” between spoiling and depriving his youngest.

He added: “I sort of go either way. Penny is much better than I am – I’ll give them anything.
“With the older kids I say, ‘You have got to do it yourself, prove to me you can earn your living’. And that is what they do.”
Following the birth of daughter, Sarah Streeter, 57, with Susannah Boffey in 1963, Rod first walked down the aisle in 1979 with Alana Stewart.
They welcomed daughter Kimberley, 40, and son Sean, 39, before splitting in the early 1980s.
